Theresa Cole, Local Service Manager
When Theresa joined Sanctuary Supported Living’s Bromley Care Services, a registered care and support service for adults with physical and learning disabilities, it had just received a CQC inspection rating of ‘Requires Improvement’ across every area. Stepping into a team facing significant challenges, she brought a calm, steady presence and a thoughtful leadership style that immediately began to make a difference.
From her first days as Deputy Local Service Manager, she took time to understand each resident, the colleagues delivering day-to-day care, and the unique strengths of a service committed to helping adults live safely, confidently and as independently as possible. Her steady presence and collaborative approach set the tone for what was to come.
Just a few months later, Theresa was promoted to Local Service Manager. With no previous experience as a registered manager, she faced a steep learning curve, balancing her own learning with a substantial action plan to turn Bromley Care Services around. It marked the start of a period of impressive progress. With clarity and commitment, she introduced structures that helped colleagues work confidently and consistently. Regular meetings, meaningful supervisions, and reflective practice created a culture where everyone felt supported to do their best work. Recruitment strengthened, morale grew, and the team flourished.
During this time, Theresa also led the transition to digital social care records, guiding colleagues and residents through each stage with patience and reassurance. Her strong partnership working, including close collaboration with Bromley Council and Sanctuary Supported Living’s Quality Team, ensured the service had the right support and guidance as improvements continued.

What truly defines Theresa’s leadership is the way she cares. She responds to each individual with empathy and respect, makes thoughtful decisions, and remains composed in moments that require quick, assured action. When a recent audit feedback highlighted opportunities to refine practice further, she acted immediately and generously shared her learning with other services.
Her commitment has not gone unnoticed. A colleague recently nominated Theresa for a Bromley Care Award, recognising the hard work she had put into transforming the service. She received a highly commended recognition – and praise from Bromley Council’s Head of Quality on how remarkable her work had been, and how far the service had come under her guidance. It was a genuine affirmation of the difference she has made.
Reflecting on her achievements, Theresa says “It means a lot to be recognised for something I love doing.” Theresa’s commendation is a reflection of her dedication, her leadership, and the positive impact she has each day. It is a celebration of someone who uplifts others and helps people live safer, more fulfilling lives.
